Actually, in the manga since the author wanted sailor soldiers to be scrictley female, they were just girls dressed like guys. but in the anime they phisically become men. The reason they are boys is because in thier songs they are singing about the love to thier princess and hoped it would reach her so they can find her. They changed because they thought it would be wierd if girls were singing about thier love of another girl
